Not bizarre at all! A lot of people have wanted to manipulate the workspace / files on it for several years.
Unfortunately, the only way to do this screwing with the desktop.dsk file through the C API, and change still require a restart of the Notes client to come through.
At least, that's my experience. I guess it depends on what you want to do, so YMMV.
